(zwischen Kanawha und Cornwallis von der Hauptstrecke der Northwestern Virginia RR abzweigend). Die Bahn war eine Schöpfung des Unternehmers William Cooper Stiles jr., der im Wood County entlang des White Oak Run große Konzessionsflächen für Ölbohrungen erworben hatte. Schon in weniger als 30 Metern Tiefe stieß man hier auf Öl, das dann fast von selbst aus der Erde quoll. Anfangs transportierte man das Öl in Fässern mit Pferdefuhrwerken zu den Raffinerien in Parkersburg, doch das von Stiles entwickelte „Volcano Oil Field“ produzierte so viel, daß der Bau dieser Eisenbahn nötig wurde. Die 1869 in Betrieb gegangene Bahn florierte allerdings nur gut 10 Jahre, danach pumpte man das Öl vom Volcano Oil Field durch eine Pipeline nach Parkersburg.
