Mit der Bahn wurde die Kohle nach Seattle gebracht und dort auf Frachtschiffe Richtung San Francisco, Honolulu und Alaska umgeladen. Die Betriebsführung der Bahn erfolgte aufgrund eines unbefristet laufenden Vertrages gemeinsam mit der Northern Pacific Railroad.
