Bleakley studierte in Preussen an der Universität Bonn, arbeitete dann im Bankgeschäft seines Vaters, wechselte 1876-83 in die Ölindustrie im Venango County, saß später 1917 für den Staat Pennsylvania im Repräsentantenhaus. Kurz zuvor hatte seine Franklin Trust Co. im Zentrum von Philadelphia ein neues 12-stöckiges Hochhaus 18 South 15th Street bezogen.
