Die Fifth Ave. Line der Atlantic Ave. RR endete, wo Flynns Land anfing, doch weder die Atlantic Ave. RR noch die Stadt Brookly erfüllten Flynns Wunsch nach einer Verlängerung. So nahm er die Dinge kurzerhand selbst in die Hand. Er übernahm ein halbdes Dutzend weiterer Linien, bis sein Netz 138 Meilen umfaßte. 1897 erhielt die Gesellschaft die Erlaubnis, über die Brooklyn Bridge zu fahren, wofür dem Brückenbesitzer pro Fahrt und Wagen eine Abgabe von 5 cents gezahlt werden musste.
