Diese hatte das Parlament von Pennsylvania 1844 in‘s Leben gerufen, um die Franklin Section des Pennsylvania Canal wieder instand zu setzen. Damit verbunden war das Privileg, auf dem Treidelpfad eine Eisenbahn Richtung Norden nach Erie und Richtung Süden nach Pittsburg zu bauen.
